Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the well being of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, South Omo and Gambella regions.

Overall responsibility
The Emergency Project Manager, under the supervision of the Head of Program, will lead the overall management of the ECHO funded project in Amhara region to ensure that the humanitarian response action (MPCA) is executed efficiently and in accordance with DCA's standards and the donor requirements. The emergency project manager will be responsible for the overall leadership and management of the ECHO project including administrative, financial, direct implementation, reporting and, technical oversight in Amhara region.
The Emergency Project Manager plays a major role in identifying critical humanitarian needs and resources to contribute to the development of humanitarian response projects and providing essential support and training to humanitarian teams. Additionally, he/she actively participates in need assessment, program design and proposal development, ensuring that DCA's humanitarian efforts remain relevant and impactful in Amhara region and in Ethiopia in general. Specifically, the emergency project manager will lead the humanitarian operation and DCA teams working in Amhara region and will be a focal person to work in collaboration with the Ethiopian Cash Consortium (ECC) across the country and with relevant humanitarian actors in the region.
Main Task
- Lead and define the project implementation modalities and approach (including technical issues on identification of multipurpose cash beneficiaries, cash distribution mechanisms, coordination with FSP and monitoring/feedback system)
- Manage the humanitarian cash/ MPCA activities of ECHO-funded project implementation in Amhara region (North Wollo and Waghimira Zones) to ensure that technical quality, indicators and standards are considered during implementation period
- Conduct regular follow-up of project Detailed Implementation Plan (DIP), identify, and address any delays in a timely and effective manner for MPC interventions
- Organize and lead project meetings such as project kick-off, action plan review (technical and financial) and joint periodic field visits to make recommendations for improving project implementation systems in Amhara region
- Collect and prepare all ECHO project locations, quality narrative and financial reports in Amhara region and submit to DCA country office for donor reporting to meet the donor requirements and deadlines
- Participate in humanitarian situation need assessment, concept note and proposal development to enlarge DCA funding activities in Amhara region.
- Prepare and share the summarized humanitarian situation, security and safety updates about Amhara region or regular basis to DCA country
- Lead the process of MPCA beneficiary targeting, cash provision and complaint management mechanisms of all projects in the Amhara region
- Coordinate the harmonization and implementation of similar strategy, approaches, and methodologies among ECC consortium in Amhara region and across the country with the support from DCA humanitarian and MEAL team.
- Ensure that ECHO contractual obligations are met in terms of project deliverables and donor rules and procedures are understood and respected by DCA technical, procurement and finance team.
- Prepare documentation for project modifications, including budget revisions, amendments, or extensions in close consultation with DCA country office team and the ECC consortium partners as required.
- Organize and facilitate various high level project meetings, visit and workshops and capacity-building measures for beneficiaries, government officials, ECC partners and DCA staff.
Representation and Coordination
- Represent DCA as ECC consortium partner in Amhara region with government authorities, ECWGs, donor (ECHO) and other humanitarian actors at regional and national level meetings
- Present the ECC/ECHO project updates on the ongoing consortium activities for government, ECWGs, and other stakeholders as required
- Work in partnership with other humanitarian and development actors (UN, NGOs) intervening in a similar sector in IDPs and hosting community in Amhara region of Ethiopia
- Ensure that good working relations are maintained with the beneficiaries committee, local government, and all partners including ECC consortium members in the region
- Oversee the ECC consortium’s visibility and communication activities including media visits, photographer’s mission, videos, and other publications adhere to the donor regulation
Job Requirements
- MSC/First degree in a relevant discipline (Development Studies, DRR Management, food security, Rural Livelihoods, Agriculture, and related field) from a recognized university.
- 6/8 years practical experience in MSC/BSC respectively.
- Experienced in Emergency response and DRM project management of IDPs and hosting community context understanding and familiar with ECHO funded project implementations.
- Good Knowledge of Ethiopian humanitarian operations and emergency recovery interventions
- Good knowledge on SPHERE and other humanitarian protocols and standards
- Experience working with INGOs and/or humanitarian agencies on consortium projects.
- Excellent in collaboration, and communication skill to work with government and NGO actors.
- Ability to work a project team (both technical and support teams) and lead them in proper way.
- Excellent technical skill in humanitarian needs assessment, analysis, monitoring, and evaluation techniques
- Good report writing skills in English and computer skills in MS Outlook, Word, Excel, and PowerPoint.
